only root can login with new kernel

I recently build a new 2.6.30.5 kernel, everything works fine, except that i found i can only login as root.

When I login as other user, it succeed and shows last login time, then jump back to login prompt immediately.

It's not a root file system issue, because i put root file system on SD card, and use the same SD card tested with new kernel and original kernel. It works with original kernel.
( I have 2 plugpc, I upgraded kernel image in NAND flash on one PlugPC, another keep unchanged)

Can anybody confirm that this works on your plugpc. For example:
  root@debian:~# su backup
  $

On my PlugPC, i see:
  root@debian:~# su backup
  root@debian:~#

Any ideas?
