I'd like to know if this is possible/easy  to do for a novice user.

I'd like to create a skype "server"

Since Sheevaplug uses Ubuntu 9.04 ; and skype works on linux (http://www.skype.com/intl/en-us/get-skype/on-your-computer/linux/)

The PSTN :USB to Rj11 uses a program called skypemate.exe in windows so that skype can communicate with a telephone device. .

Sheevaplug uses Ubuntu for ARM. Skype only provides binaries for x86/x64 (and no source). This means you cannot run Skype on Sheevaplug.

Not that I'm aware of. Does it really have to be a plug computer?
If you are looking for a device with low power consumption there are lots of those based on x86-compatible CPU (such as AMD Geode LX or Intel Atom). Although they are considerably more expensive.

Low power/heat/noise x86 options include:

Netbook (such as Asus EeePC)
Nettop (such as Aspire Revo)
Mini-ITX (such as Via Epia or Intel Atom) (you can use a mobo or case that uses a laptop-style power "brick")

If you're not married to Skype, look into the open source Asterisk project. It does SIP/VoIP and WILL run on an ARM-based Plug computer like the SheevaPlug.
